High Court Says You Can’t Get PUCC Without Clearing Old Challans

In a major decision that affects thousands of vehicle owners in Odisha, the Orissa High Court has ruled that you must pay off all pending traffic challans before getting a Pollution Under Control Certificate (PUCC).
The court made it clear: No clearance of old fines means no PUCC. This comes as a strict reminder under the Motor Vehicles Act.
Advocate General Pitambar Acharya, representing the state government, informed the court about this important ruling. He explained the legal position based on Section 167, sub-section 12 of the Motor Vehicles Act.
The High Court gave its verdict after hearing arguments from the government’s side. AG Acharya presented the state’s case strongly. With this order, the court brought an end to the ongoing case.
This ruling means vehicle owners in Odisha now have to settle any unpaid challans first if they want a valid PUCC. Without it, you could face issues during vehicle checks, renewals, or even fuel purchases in some cases.
