Odisha Budget 2026-27: CM Mohan Majhi Presents ₹3.10 Lakh Crore

Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi presented the state budget for 2026-27 in the Odisha Legislative Assembly on February 20, 2026. Majhi also holds the finance portfolio.The state budget focuses on infrastructure, rural development, and welfare with a high capital outlay.The total budget outlay stands at ₹3.10 lakh crore. This marks a rise from ₹2.90 lakh crore in the previous year. The increase is about 6.9%.
The capital outlay is set at ₹72,100 crore. This equals 6.5% of the Gross State Domestic Product (GSDP) and 23.3% of the total budget. The state has one of the highest capital expenditure ratios among major states. Programme expenditure is ₹1.80 lakh crore. This forms over 58% of the total outlay. Administrative expenditure is ₹1.14 lakh crore. Disaster Risk Management Funds get ₹5,375 crore.

The budget projects a revenue surplus of around 3% of GSDP. The fiscal deficit is estimated at 3.5% of GSDP. Debt stock at year-end is projected at 14.1% of GSDP. The state follows FRBM norms.The government announced 16 new initiatives. These cover key sectors like rural development, women empowerment, agriculture, health, and infrastructure.Major allocations include ₹5,575 crore for VB-G RAM G Yojana. Samruddha Anganwadi Yojana gets ₹635 crore. Model Mandis development receives ₹100 crore.
In health, ₹23,182 crore is allocated. Plans include five new medical colleges and two engineering colleges.
More than six lakh left-out beneficiaries will now get old-age and widow pension benefits.A mega museum and library worth thousands of crores will be built in Puri.An online donation system named “Samarpana” will be started.
Around ₹5 crore will be spent for Ratna Bhandar counting.
Two new World Skill Centre campuses will be set up in Sambalpur and Brahmapur with ₹200 crore cost.Five more World Skill Centres will also be opened.A new scheme will build girls’ hostels in colleges.Two government engineering colleges will be set up in Paradip and Palanakir.Bone units will be constructed in Capital Hospitals of Puri, Bula, Purapur and Brahmapur.₹200 crore will be spent for this project.
A Chandua Bazaar will be built near Pipili Toll Plaza.
A new scheme will start for Chilika Lake restoration.
